Submit Comment Letter to CMS on Proposed Rule

On April 29, 2013, the Centers for Medicare and Medicaid Services (CMS) published a proposed rule intended to strengthen the Medicare Incentive Reward Program and to make certain changes to the provider enrollment process. The Proposed Rule can be viewed in its entirety at: http://www.gpo.gov/fdsys/pkg/FR-2013-04-29/pdf/2013-09991.pdfWhile a majority of the changes in the provider enrollment process are not new, CMS is now proposing to apply many of the restrictions already applicable to other Medicare providers to ambulance service providers and suppliers. As a result, the AAA encourages all AAA members to submit a comment letter, a sample is being provided, on the proposed rule.

CMS is soliciting comments on the provisions of the Proposed Rule. To be considered, comments must be submitted on or before the end of the day on June 28, 2013. The AAA Medicare Regulatory Committee developed a comment letter on behalf of the AAA and AAA Medicare Consultant Brian Werfel, Esq. has revised the letter so that it can be used by AAA members as the basis for your own letter. We therefore ask that you use the provided draft letter and follow the below instructions to submit a comment letter on the issue to CMS.

How to Submit a Comment Letter to CMS on Proposed Rule

Comments to the proposed rule must be received by 11:59 p.m. (eastern) on Friday, June 28, 2013.

1. Submitting a Letter Electronically

Option 1: Click on or cut and paste the below link into the address line of your Internet browser and you should be taken directly to the proper page.

Option 2: If the above link does not work, click on or cut and paste into the address line of your Internet browser this address: http://www.regulations.gov/#!home. In the search engine on the homepage, enter “provider enrollment” and hit “search”.  The proposed rule should be the top document listed. Simply click on “Comment Now” on the right side of the page and you should be directed to the page for your comments.


Complete the section entitled "Enter Information" including your first name, last name and organization.

For “Category”, select “health care provider/association”.

Under the section entitled "Type Comment & Upload File", either cut and paste your letter into the box provided or use the "browse" button to find your letter on your computer and then hit "attach" to upload the letter.

Hit "submit" once you have entered your information and included your letter in the box or uploaded it.

2. Submitting a Letter by Regular Mail

Print out your letter and mail it to:
